Provision of goods/services to create user motivation

If a municipality wants to create an assignment in Smart City Explorer, its approval is subject to the following requirements:

  1. Completeness and technical requirements
The assignment must be complete, clear and technically understandable to the users of the application. The Administrator reserves the right to require modifications prior to approval.

  2. Project identification and support
The local government is required to declare how it supports the project – either by financial payment or by supplying goods/services of value.

    • Valuable Goods/Services:
These are purchased technology products such as headphones, smart watches, mobile phones or electric scooters. The unit value of the donated goods must not be less than € 30.
    • Valuable services:
Donated services may include subscriptions to public transport, tickets to cultural events or other relevant benefits for young users. The value of each gift or voucher must not be less than € 30.
    • Financial support:
Instead of donations, the local government may choose to make a financial payment based on an invoice issued by the Brand Institute, o.z.
  3. Goal and value of the promotion
The goal is to provide a sufficient number of motivational items that users can redeem for points earned. The total value of the support is calculated by mathematical calculation based on the population of the municipality.

Calculation formula

The following formula is proposed for Slovakia and the Czech Republic:

Total value of support (€) = Group (By numberPopulationof the municipalityof the municipality) × K (Coefficient)

Group Coefficient K Example (€/government)
Up to 199 inhabitants 0,20 Municipality 150 inhabitants.: 150×0,20=30 €
200 – 499 inhabitants 0,18 Municipality 400 inhabitants.: 400×0,18=72 €
500 – 999 inhabitants 0,16 Municipality 750 inhabitants.: 750×0,16=120 €
1 000 – 1 999 inhabitants 0,14 Municipality 1 500 inhabitants: 1 500×0,14=225 €
2 000 – 4 999 inhabitants 0,12 Municipality/City 3 000 inhabitants 3 000×0,12=360 €
5 000 – 9 999 inhabitants 0,10 City of 7 000 inhabitants: 7 000×0,10=700 €
10 000 – 19 999 inhabitants 0,08 City 15 000 inhabitants: 15 000×0,08=1 200 €
20 000 – 49 999 inhabitants 0,06 City of 25 000 inhabitants: 25 000×0,06=1 500 €
50 000 – 99 999 inhabitants 0,04 City 80 000 inhabitants: 80 000×0,04=3 200 €
100 000 inhabitants and more 0,035 City of 500 000 inhabitants 500 000×0,035=17 500 €

Principles of calculation

  1. Taking into account the size of the village/town: Smaller municipalities pay a higher coefficient to ensure a minimum donation/fee value. Larger cities have a lower coefficient due to population, which provides an acceptable value.
  2. Flexibility: the value of support can be delivered in the form of goods, services or direct payment. The minimum value must be according to the formula.
  3. Ensuring motivation: resources must be used to motivate participants, ensuring the effectiveness of the assignments in the app.

This system ensures fair and sustainable funding of incentives for app participants.
